My dear Wilson,
I am replying to Holmes' letter direct to you.
Personally I should rather that you did not send
on the Summary of Conclusions from 771-B, on the
subject of blockading China, until after the
meeting of the Committee of Imperial Defence on
Friday.
For your private information I have suggested
to the Prime Minister that the Report should not
be accepted by the Committee of Imperial Defence
until it has been transmitted to the following,
and their views have been received:-
The British Minister at Peking, The Naval Commander-in-Chief The Consul-General at Shanghai, The Consul-General at Canton,
The Governor of Hong-Kong.
I think, therefore, you had better wait until
after Friday's meeting, when probably a telegram
will be sent to all these authorities.
I am not sure myself whether it is even necessary
to telegraph.
The Conclusions are rather bald
